Newly released documents from the Nixon Presidential Library and Museum have revealed that the first of these measures was initially proposed by the U.S. ambassador in Santiago back in June 1970 but that this was shelved and ignored by decision makers until late August, when the Senior Review Group of the National Security Council again proposed that an Action Plan be drawn up to prevent an Allende victory in a congressional run-off. Amid evidence suggesting that Allende would lose, however, there is no indication that an Action Plan was in fact produced before the 40 Committee met on 8 September.
