very sparingly and leaves the impression that the commissioners stayed as far away from the words as possible. There is also some mention of “sectarian” violence. Nowhere in the report, however, is there a discussion of the problems that the United States and its allies now face because the U.S.-led invasion and occupation of Iraq fulfilled the Koran’s requirement for a defensive jihad. This is, to say the least, an extraordinary oversight, one that amounts to negligence if it was not deliberate.
