One cannot rule out Volkonsky’s role so easily, however. According to Mikhailovsky-Danilevsky, Alexander himself told him of Volkonsky’s advice. If Mikhailovsky had merely recorded Volkonsky’s role in his published history one could easily dismiss it as one of his many efforts to please still-living grandees of Nicholas’s reign by praising their role in the war. He does include many other letters to Bathurst. In Castlereagh’s defence, he was seeking to sustain a fait accompli created by others.
