George Herbert Walker Bush should have been impeached for high crimes committed during the Gulf War.  The following are excerpts articles of impeachment against George Herbert Walker Bush introduced in United States House of Representatives:

      
My resolution has five articles of impeachment. First, the President has violated the equal protection clause of the Constitution. Our soldiers in the Middle East are overwhelmingly poor white, black, and Mexican-American or Hispanic-American. They may be volunteers technically, but their voluntarism is based on the coercion of a system that has denied viable opportunities to these classes of our citizens. Under the Constitution, all classes of citizens are guaranteed equal protection, and calling on the poor and the minorities to fight a war for oil to preserve the lifestyles of the wealthy is a denial of the rights of these soldiers.

 

        Let me add that since nineteen eighty one we have suffered the Reagan-Bush and now the Bush war against the poor, and to add insult to injury, we now are asking the poor to fight while here, as a result of this fight, even the meager programs that the Congress had seen fit to preserve as a national policy will suffer because the money for those programs will be diverted to the cause of this unnecessary war.

 

         Article II of this resolution states that the President has violated the Constitution, Federal law, and the United Nations charter by bribing, intimidating, and threatening others, including the members of the United Nations. Security Council, to support belligerent acts against Iraq. It is clear that the President paid off members of the United Nations Security Council in return for their votes in support of war against Iraq or to abstain from voting contrariwise. The debt of Egypt was, for example, forgiven – seven billion dollars, without congressional approval. That, I think, casts doubtful validity on that Presidential action. The reason for the cancellation of that debt is so that we can then provide an equally enormous amount of armament for Egypt which it cannot obtain because of the debt outstanding. A one hundred forty million dollars loan to China was agreed to. The Soviet Union was promised over seven billion dollars in aid. This is a sum totally unreported in our country but very well discussed in foreign country presses such as Germany and others. Colombia was promised assistance to its armed forces. Zaire was promised military assistance and partial forgiveness of its debt. Saudi Arabia was promised twelve billion dollars in arms, and more than that. Actually in October, the President let them have two point two billion dollars, and there was a commitment for twenty two billion dollars more, but because of the outcry in Congress and the Israeli opposition, that is being postponed. But there is still a commitment for twenty two billion dollars. I am sure this month will see the initial efforts to bring about compliance with that commitment.

 

        Yemen was threatened with the termination of support, and the United States finally paid off one hundred eighty seven million dollars of its debt to the United Nations after the vote President Bush sought was made.

 

         This is all so ironic. When our President ran for the United States Senate in the nineteen sixties, he told the people of Texas that if he would be elected to the Senate, he would lead the fight to remove the United States from the United Nations if what he called Red China at that time was admitted. Fate and power almighty have a very, very mysterious way of working together. Who was to believe during that year in that race in Texas that years later this same man, now the President, would be the man the President would appoint to represent us in the United Nations and welcome Red China as a member of the United Nations.

 

           The vote was bought, and it will be paid for with the lives of our poor elements that are going to shoulder the fight.

 

            Article III states that the President has conspired to engage in a massive war against Iraq, employing methods of mass destruction that will result in the killing of tens of thousands of civilians, many of whom will be children. No civilian lives have yet been lost that we know of, but when we start using the weapons of massive destruction that are in place for this war, there is no doubt that thousands of innocent civilians will lose their lives. As killings occur, the principles laid down in the Nuremberg trials will be applicable. Their deaths will not only be a moral outrage, they will constitute violations of international law.

            Article IV states that the President has committed the United States to acts of war without congressional
consent and contrary to the United Nations Charter and international law. From August nineteen ninety through January nineteen ninety one the President embarked on a course of action that systematically eliminated every option for peaceful resolution of the Persian Gulf crisis. Once the President approached Congress for a declaration of war, five hundred thousand American soldiers’ lives were in jeopardy, rendering any substantive debate by Congress meaningless. It is also ironic that what we have ended up with now is that the President has exchanged about two hundred to two hundred five so called hostages, Americans, all of them employees of oil companies in Kuwait or Iraq, and in exchange we now have close to five hundred thousand American soldiers as hostages. Hostages to the whims, the caprices, and the decisions and judgments made by other leaders, over which this President and our country has no control, all the way from Shamir of Israel to the immigrants in the Saudi sands.

     
Article 5 states that the President has conspired to commit crimes against the peace by leading the United States into aggressive war against Iraq, in violation of article twenty four  of the United National Charter, the Nuremberg Charter, other international instruments and treaties, and the Constitution of the United States.

 

     Again, there does a violation of law by a President, who, believe and acting as if he is king, decides for the country, unilaterally, that war is the answer.

  
This is the reason that President Clinton should have been impeached. It is another way to bribe politicians and get away with it. Promise the President, congressmen, and advisers to President’s untold riches as soon as they leave office.   The Modernization act was created by President Clinton's assistant Secretary of Treasury Timothy Gitner, Economic adviser Larry Summers and Reserves Chairman Alan Greenspan. Of course it caused great consternation from others in the cabinet—foolish FDR Democrats who did not know they were extinct.  But Clinton told these three to send it to Congress.  Congress embellished it more to please the billionaire speculators.  Then Clinton signed it into law. In addition Clinton also signed Graham –Leech Beely act and many other deregulation acts. Clinton did this in response to indirect bribes for himself and his advisors.

 
    While President George W Bush was in office Gitner got a fantastic job at Goldman Sachs.  This is called a Bribe.  Both Summers and Greenspan were hired as consultants with John W Paulson.  Who knows what they did but certainly got paid lot of money.  Later Summers became President of Harvard University, A lot important people from Goldman Sachs and other investment banking firm that profited from derivatives graduated Harvard U and Its business School. The Presidential position was a Bribe.

 
   John W Paulson has contributed millions to President Clinton's library and foundation. Clinton receives one hundred thousand United States Dollars a speech.  These are all bribes for deregulating the economy.

   
President George W Bush caused at least fifty scandals.  He had by far the most corrupt administration in America history.  The reason he was never impeach was six of his eight years his party controlled congress.  So the congress ignored his corruption.  The last two years was controlled by a weak and just as corrupt Democratic Party who was intimidated by the right wing press.  These are some of impeachable offenses: Warrantless wiretap, torturing, prisoners being sent at Gitameno Bay without due process despite the fact that many are not enemy soldiers of a declared war. He sought to Attaining fifty Billion United States Dollars in graft from either massive cost overruns or phantom projects for friends through corruption during the Iraq and afghan wars. He Conspired with AL Qaeda and the Saudi government to attack the United States on September eleventh, two thousand and one. President George W Bush and Calvin Coolidge are responsible for two of the most devastating economic collapses in history.  This is the result of Presidents George W Bush’s and Calvin Coolidge’s similar mindsets. President Bush, a Republican, and President Calvin Coolidge, a Republican, were fundamentalists Christians convinced their actions were inspired by the divine.  They believed that God did not want them to increase but to decrease governmental powers. According to their beliefs, less governmental powers left more room for divine powers. They believed in no economic regulations.  President Coolidge had little government to begin with and refused to increase it. President Bush perceived that the nation was threaten by big government and was determined to reduce it. President Bush saw government especially intrusive in business and sought to deregulate the United States economy. This lack of regulations over businesses, during both administrations, allowed businesses to caused massive malfeasances which caused the collapse of the United States economy of nineteen twenty nine and two thousand and eight.

    
From nineteen twenty nine to two thousand and eight the United States economy never collapsed up until nineteen twenty nine the United States economy collapses every twenty year—eighteen eighteen, eighteen thirty six, eighteen fifty seven, eighteen seventy seven, eighteen ninety five, and nineteen fifteen. The reason the United States was free from economic collapse was because of strong economic regulations and safeguards.  These regulations and safeguards were first implemented by President Franklin Roosevelt. Over time more regulations were introduced thus strengthening the economy.  In nineteen ninety four the Republicans had taken control of congress. They immediately sought to deregulate the economy.  They did this to please big business.  Big Business wanted deregulations to manipulate higher profits in a more volatile economy. President Clinton capitulated to deregulations in agreement that his own agenda would pass the Congress.  When Bush was elected he acerbated the speed of deregulations. 

    
Under President Bush, the economy became more de-regulated than even before the crash of nineteen twenty nine. The Republicans congress even overturned a nineteen fifteen law that outlawed derivatives in two thousand.

  
  Derivatives facilitated the crash and depression of nineteen fifteen and facilitated the crash of two thousand and eight. Thus if the congress had not deregulated the economy; the crash of Two thousand and eight would have never occurred.

     
President George W Bush’s great grandfather became a very prominent bank president who turned his wealth in to a railroad empire and thus becoming one of the most powerful robber barons of the early twentieth century.  His son Prescott Bush becomes an United States Senator.  Near the end of World War II, Prescott Bush joined President Franklin Roosevelt on a diplomatic excursion to Saudi Arabia.  There, Prescott Bush secured interests its oil fields.

    
George Bush senior tried his hand in domestic oil in midland Texas.  Unsuccessful, he joined, from his base in Midland Texas, ventures in the oil interest that his father already secured in Saudi Arabia.  President Nixon appointment him Chairman of the Republicans Party and chief of the Central Intelligence Agency.  After losing to President Ronald Reagan in nineteen eighty presidential primary Reagan chooses him as his running mate.  Thus he became the United States Vice president.

    
President George W Bush graduated with a Master of Business Administration from Harvard Business School.  He like his father tried his hand in the oil business.
